Title I & Learning Assistance Program

Title I and LAP

Title I is a federal program that provides funding for supplemental education to schools with high levels of low income students. LAP or Learning Assistance Program is a state funding for Multi-tiered System of Supports to support students who are not meeting academic standards. All of our schools qualify for both of these funding sources. 

Both of these programs support supplemental education, which is commonly referred to Interventions. Interventions are intended to be short-term instruction/supports to help stuggling students meet academic, behavioral or attendance goals. Interventions may be building wide and accessible to all students, or they may be specific to an individual or group of students.

Title I

Title I interventions are available to all students and determined by the school based on the School Improvement Plans

Neah Bay Elementary School Improvement Plan, 2025-26

Neah Bay Secondary School Improvement Plan, 2025-26

Clallam Bay School Improvement Plan (pending, newly receiving these funds)

 

These supports include: 

  • Paraeducators providing in class supports
  • Before or after school tutoring by teachers or paraeducators
  • Supplemental curricular materials
  • Professional Development for teachers
  • Family-School Compact (Agreements)
  • School Leadership Teams, who analyze and respond to student data

LAP

Learning Assistance Program funds are designated to be used for Multi-tiered System of Supports to support students. These supports are broken into three different tiers: 

Tier 1 – Provided to all Students

  • Universal Design for Learning
  • Safe & Civil Schools CHAMPs or Positive Behavior Interventions and Supports (classroom management)
  • Student Choice for how to access information (written, audio, video)
  • Multiple options to demonstrate learning/skills
  • Opportunities for Movement
  • Hands-on Learning 

Tier 2 – Initial Supports for Struggling Students

  • Classroom-based Math or Reading Interventions
  • Truancy Community Boards
  • Regular Progress Monitoring
  • Increased communication/engagement with Families
  • Social-Emotional Coping Skills (group or individual)
  • Additional Supports determined at the Student Support Team (school) level

Tier 3 – Highly Targeted Supports for At-Risk Students

  • Individual or small group Math or Reading Interventions (pull-out)
  • Daily behavioral support check-ins
  • Engagement with additional agencies
  • Additional Supports determined at the Student Support Team (school) level
